Israel’s Preparedness for Multi-Front Warfare

Abstract

During 2020-2023, the International Institute for Counter-Terrorism (ICT) at Reichman University conducted comprehensive research examining the challenges of Israel’s multi-front warfare and the implications for Israel’s preparedness in terms of the home front, the frontlines, and various operational arenas. Each chapter of the study was carried out by a separate research team, and the various chapters were compiled into the complete research work. The concluding chapter, completed in mid-2023, was written by a multi-participant research team led by Mr. Naftali Granot (see Appendix B for the list of project leaders and team heads).

The research findings were presented in the months preceding “Operation Swords of Iron” to many decision-makers in Israel, both in the military-security realm and at the political level. Parts of the full research were published in the media; however, due to the sensitivity of the topic, the final chapter— “Preventive War / Preemptive Strike against Hezbollah”—has not been published until now. With the IDF’s ground incursion into Lebanon, we have deemed it appropriate to release the chapter in full.
