The Advanced Certificate Program on Counter-Terrorism, offered by the International Institute for Counter-Terrorism (ICT), is a unique opportunity for professionals to learn about central issues in counter-terrorism and homeland security both from those with first-hand experience and those involved in cutting-edge research in these fields. Based on years of extensive research, instruction, and work in the field, this multidisciplinary program brings together the best of academic theory and practical knowledge.

About the Program

The Advanced Certificate Program on Counter-Terrorism combines academic study, simulations, workshops, trips, and on-site briefings. The course provides concentrated, in-depth exposure to the phenomenon of modern terrorism and its characteristics, modus operandi, scope, and dissemination throughout the world. In addition, participants will develop an understanding of the challenge this phenomenon presents to decision-makers, security establishments, first responders, and the business sector based on the experience Israel has accumulated in the field.

Circumstances have forced Israel to develop sophisticated counter-terrorism strategies and techniques and to amass extensive knowledge regarding terrorism, which is increasingly relevant amid today’s global conflicts and their regional repercussions. The program allows participants from around the world to benefit from Israel’s experience and advanced international counter-terrorism efforts.

The Advanced Certificate Program on Counter-Terrorism will be taught in English in Israel from October 9th to 17th, 2026. Designed as a multidisciplinary program, it is tailored for both new and experienced professionals across law enforcement, the military, security, intelligence, and business sectors who seek to deepen their understanding of terrorism, counter-terrorism, national security, and policymaking. It includes graduate-level courses delivered by top experts from Israel and abroad, who are among ICT’s senior researchers and associates.

ACP participants are entitled to free entry to the 26th World Summit on Counter-Terrorism, taking place at Reichman University, Israel, from October 5th to 8th, 2026.

Early Bird Program Fee: $4,500 (available until July 15th, 2026)

Regular Program Fee: $5,500

Program Enrollment & Cancellation Policy

  • Cost of the Program

      1. The cost of the program, hereinafter “the cost,” is $5,500 USD. This cost must be paid in full prior to the start of the program.
      2. Payment instructions for the program will be shared with potential participants upon acceptance into the program.
  • Early-Bird Payment

      1. The early-bird fee for the program is $4,500 USD.
      2. Early-Bird Payment Deposit
        1. To qualify for the early-bird fee, potential participants must:
          1. Receive acceptance into the program,
          2. Pay a deposit valued at 10% of the discounted cost of the program no more than 10 business after after notification of acceptance into the program,
          3. Finalize early-bird payment of the program by 15 July 2026.
        2. The early-bird discount deposit is fully refundable up until 15 July 2026. In the event of participant-initiated cancellations after this date, deposits cannot be refunded.
  • Cancellation Policy

    1. Program-initiated cancellations
      1. If the ICT cancels the course prior to its start, for any reason, including force majeure, enrolled participants will be entitled to a full refund of paid fees. 
    2. Participant-initiated cancellations
      1. All participant-initiated cancellations must be made in writing and sent to [email protected]
      2. Cancellation requests received by 01 August 2026 will receive a 90% refund of the paid fees.
      3. Cancellation requests received by 01 September 2026 will receive a refund of 70% of the paid fees.
      4. Cancellation requests received on or after 01 October 2026 will not receive a refund.
    3. Processing Time
      1. Refund processing may take up to three weeks from the date of the refund request approval.
