Counter-Terrorism Legal Support

The courtroom has become an active front in the war of terror

By prosecuting and using punitive sentences to hold terrorist organizations and their enabling infrastructures legally accountable for their crimes, society is better able to counter terrorism by rendering the organizations inoperable.

Terrorist financing infrastructures are prime targets for successful prosecution. Their finances are the lifeblood of the organization, enabling training, purchasing of ammunition, maintenance of safe houses, recruitment, propaganda activities, procurement of false documents and preparation of attacks. By identifying and tracking money illegally funneled through banks, charitable fronts organizations and through direct and indirect money laundering, the rule of law can be used as a powerful weapon in counter terrorism.

Given the importance of convictions in countering terrorism, CTS developed a service to support those bringing court cases against the financial institutions and other organizations which enable terrorist activity. Bringing together the qualitative research of scholars with the practical understanding of experienced counter-terrorism experts, members of ICT/CTS staff have been prepared reports analyzing evidence for ongoing cases, supplied testimony as expert witnesses in courts both in Israel and abroad as well as escorted sensitive and classified evidence internationally.

Drawing on its extensive databases, library of exclusive reports, diverse language capabilities and operational experience the CTS team are the leading authorities in the field. Since 2002, CTS staff have supported:

  • Individuals seeking damages as the result of terror attacks
  • Law firms representing victims of terror
  • Governmental agencies
  • Law enforcement agencies
  • Departments and Ministries of Justice
