In a new commentary, Mr. Brian Jenkins, Senior Advisor to the President of RAND and Advisory Board Member at the International Institute for Counter-Terrorism (ICT), examines the formidable challenges facing Phase II of the Gaza peace plan.
While with a hard push from Washington, Israel and agreed to the current ceasefire, release of hostages and humanitarian aid, negotiators now have to navigate the some of the most difficult discussions related to transitioning to peace.
Drawing on historical precedents from other conflicts, Mr. Jenkins explores how former insurgent movements navigated the complex challenges of transitioning to peace, warning that the next steps, including persuading Hamas to disarm will test the limits of diplomacy, verification, and political will.
