Dr. Eran Israel

Research Fellow, International Institute for Counter-Terrorism (ICT), Reichman University; Secretary General, International Police Association – Israel Section; Former Senior Commander, Israel Police; Expert in Community Policing, Volunteer Education, and International Police Cooperation

Dr. Eran Israel currently serves as the Secretary General of the International Police Association – Israel Section and is a member of the IPA International Social and Cultural Commission.

Previously, Dr. Israel held several leadership roles within the Israel Police. From 2006 to September 2011, he served as Head of the Community Policing Department. Between 1995 and 2006, he founded and headed the Media Services Division. From 1991 to 1995, he was the Founder and Head of the Production and Information Unit. Between 1985 and 1991, he worked as an Information Officer and Spokesman for the Civil Guard. From 1982 to 1985, he served as Assistant Head of Police Community Relations, and from 1976 to 1982, he held positions as Base Commander, Training Officer, and Operations Officer in the Civil Guard. Dr. Israel retired from the Israel Police in 2013.

His areas of specialization include strategic leadership of large, multidisciplinary teams; media relations and public information management; community policing doctrine and implementation; volunteer education and community engagement programs; and cross-border liaison and international policing cooperation.

Dr. Israel holds a Ph.D. in Education (2004) from the Hebrew University of Jerusalem, where his dissertation focused on the education of volunteering and community involvement. He also holds an M.A. in Philosophy and Political Science (1986) and a B.A. in Philosophy and Political Science (1980), both from the Hebrew University of Jerusalem. Additionally, he completed studies in Communication and Media Studies at the Hebrew University of Jerusalem (1997) and in Community Media Studies in Jerusalem (1999).

Dr. Israel is affiliated with the International Police Association (IPA) and the Israel Police Retirees’ Council.
