Lieutenant General (Ret.) Ofra Klinger

Lieutenant General (Retired) Ofra Klinger is a Fellow at the International Institute for Counter-Terrorism (ICT), Reichman University, Herzliya and served as the Commissioner of the Israeli Prison Service from 2015 to 2018.

Born and raised in Bat Yam and Jerusalem, Klinger served at the IDF in a classified unit of the Intelligence Department. She graduated of the Faculty of Law at the Tel Aviv University  with a LL.B. in 1987 and following graduation she worked as a criminal lawyer in the Justice Department (Central District).

In 1989, Klinger joined the Israeli Prison Service (IPS), and served in various positions in the legal chambers, up to the Deputy to the Legal Advisor of the organization.

In 2002 she was appointed Head of the Prisoner Department in (rank: Colonel) and later on served as the Head of the Staff Department, the Head of the Imprisonment Directorate (rank: Brigadier General) and the Head of the Prisoner Wing (rank:  Major General).

In 2009, she graduated of a MPA from the College of National Security and Haifa University .

On November 2015 she was appointed as the Commissioner of the IPS. She was the first women to be appointed to this position from inside the ranks of the organization; a position she held until December 2018.

Klinger is a Member of the Board of Directors of ICPA (International Corrections and Prisons Association) since 2014.
