Commissioner Adrian Leppard

Adrian Leppard retired as Commissioner of the City of London Police in January 2016, having served 32 years as a police officer.

He served ten years as a chief officer across three forces and as an operational officer earlier in his career spent the majority of his service as a Detective, investigating a broad range of criminality developing specialist expertise in hostage negotiation, intelligence and covert operations with command experience in firearms and counter terrorism. As a Senior Investigating Officer he has investigated a number of homicides and other serious crimes including contract killings and the worlds largest cash robbery of £53m.

He completed a Masters Degree in Business and Administration with City University in 2000.

As Commissioner of Police for the City of London from 2011 to 2016, Adrian headed the country’s lead force in economic crime. In addition to policing the square mile – the historic and financial centre of London, the force hosts the UK National Fraud and Cyber Intelligence Bureau, an International Fraud Academy and a four hundred strong specialist Economic Crime Directorate that investigates the most serious fraud and Cyber crime effecting the UK.

The City of London Police is a key agency within the Governments Economic Crime Command and plays a significant role in reducing the threat of fraud to the UK. He has given evidence to the UK Governments Home Affairs Select Committee on the threat of Cyber crime and is on record for stating that :-“Governments will never be able to enforce their way through the Cyber threat” And “Businesses hold the key and the solution to resolving the Cyber threat on society”.

The City of London Police forms part of the guardian forces providing security for wider London. Britain has developed an enviable global reputation for combatting terrorism. The UK Governments Counter Terrorism strategy places huge emphasis on close engagement with local communities and even closer co-operation between government agencies. As a senior officer and Counter Terrorism Commander Adrian was instrumental in helping to shape the current British policing response reflected in the national Counter Terrorism Command network.

He was awarded the Queens Police Medal in the 2012 New Year’s Honours List.
