The International Institute for Counter-Terrorism’s (ICT’s) 20th World Summit on Counter-Terrorism will take place on September 10-14, 2021. The conference will convene for four days, simultaneously at Reichman University and virtually.
The ICT’s annual international conference is the largest and one of the most influential events in the field of counter-terrorism today. The conference is a vital opportunity for high-profile experts from diverse background of disciplines to establish professional relationships and serves as a platform for the formation of international cooperation. Over 1,400 top decision-makers, defense, intelligence and police officials, prominent academic scholars and security industry leaders from over 65 countries take part in the world summit on counter-terrorism.​
This year marks the 25th year since the establishment of the International Institute for Counter-Terrorism (ICT) at Reichman University. In addition, this years World Summit on Counter-Terrorism will be in its 20th edition.

The Israeli “Glocal” Security Balance after the US withdrawal from Afghanistan

Panel where former Israeli Security and Intelligence Chiefs discussed the shifting security balances in the “glocal” arena after the recent withdrawal of United States forces from Afghanistan. Mr. Efraim Halevy and Mr. Shabtai Shavit, Former Directors of the Mossad, Mr.Yaakov Peri, Former Director of the Israeli Security Agency (Shabak), and Maj. Gen. (Res.) Aharon Ze’evi Farkash, Former Commander of the Military Intelligence Directorate, provided their expert insights based on their decades of experience.

Israel's Contribution to Global Security and Counter-Terrorism

Expert panel with professors from Reichman University and researchers from the International Institute for Counter-Terrorism, the Institute for Policy and & Strategy, and the Abba Eban Institute for International Diplomacy. The panel will discuss how Israel has and will continue contributing to the international effort for global security.

Academic Challenges in Researching Modern Terrorism

How can those in academia study, apply, and respond to the ever-changing challenge of terrorism? This panel provided insights. With unique perspectives from scholars from around the globe, attendees were better able to understand the unique challenges studying terrorism poses to academics, and how academic research is key to future counter-terror efforts.

Professors John Horgan of Georgia State University, Alex Schmid of the International Center for Counter-Terrorism, Max Taylor of University College, London, and Assaf Moghadam of the Lauder School of Government, Diplomacy and Strategy, Reichman University shared their perspectives on the issues.

Preparing for Another Northern War

With the ever-looming threat of another round of hostilities with Hezbollah along Israel’s northern border, scholars have continually debated when the next “Northern War” will be, and what it will look like.

Attendees of ICT20 were able to hear the unique perspectives of some of the most well-versed experts on the topic during this panel. Dr. Eitan Azani, Col. (Res.) Miri Eisin, Professor Boaz Ganor, Brig. Gen. (Res.) Amnon Sofrin, and Maj. Gen. (Res.) Aharon Ze’evi Farkash provided their insights.

A New Policy vis a vis Hamas: Getting out of the Deadlock

Hamas, the militant Islamic terror group that controls Gaza, has continued in their belligerent acts. During this panel, senior military experts provide insights into how Israel and the world can shift this balance to counteract Hamas.

The Steven E. Stern Session on Cyber-Terrorism and Technology

This special extended panel hosted experts in-person and virtually to discuss the emerging trends regarding how terrorists and counter-terrorists use cyberspace, deepfakes, and drones.

The Cyber National Directors Dialogue on Cyber-Terrorism

This special panel, organized in cooperation with the Israel National Cyber Directorate (INCD) featured Mr. Yigal Unna, Director of INCD, who was joined by three of his international counterparts, Mr. Craig Jones, Director, Cybercrime Directorate, INTERPOL, H.E. Dr. Mohamed Hamad al Kuwaiti, Head of Cyber-Security, United Arab Emirates, Mr. Karel Řehka, Director, National Cyber and Information Security Agency, Czech Republic. Throughout the panel each expert provided their unique perspective on the most pressing threats in the cyberspace.

The Future of Global Jihad in light of the US withdrawal of Afghanistan

As a result of the recent withdrawal of United States forces from Afghanistan, there are many questions about the shifting security conditions globally. Convened entirely virtually, experts such as Lt. Col. Sean Morrow, Dr. Daniel Milton, Ms. Audrey Alexander, Dr. Colin Clarke, Ms. Meredith Stricker, Dr. Tricia Bacon, Mr. Aimen Dean, and Dr. Matthew Levitt, provided nuanced perspectives on security concerns, the potential for terrorist resurgence in Afghanistan, and global threats as a result of the withdrawal.

Prof. Uriel Reichman

Founder & President , the Interdisciplinary Center (IDC) Herzliya, Israel

Prof. Reichman, President and Founder of IDC Herzliya, served in
the paratroopers of the Israel Defense Forces from 1960 to 1963,
earning the rank of lieutenant.

As a commander in the IDF Reserves, he fought in the Six Day War, War of Attrition and Yom Kippur War.​
Prof. Reichman received both LL.B. and LL.M. (1967) degrees with
honors from the Faculty of Law at the Hebrew University of
Jerusalem. He earned his doctoral degree in law (J.S.D.) at the
University of Chicago Law School.

From 1985 to 1990, he served as the dean of the Faculty of Law
at Tel Aviv University. In 1990, he founded Ramot Mishpat Law School, the first private college of its kind in Israel not subsidized
by the government.

In the mid-1980s, Prof. Reichman initiated and led the team that
formulated a proposal for an Israeli constitution, and subsequently

chaired the Movement for a Constitution in Israel. As a result, the Knesset passed legislation in 1992 that turned part of the proposed constitution into Basic Laws.

In 1994, Prof. Reichman founded the Interdisciplinary Center (IDC) Herzliya, the first non-profit private institution of higher education in Israel. He has served as its president from its establishment to date.

Prof. Reichman, President and Founder of IDC Herzliya, served in
