Col. (Res.) Lior Lotan

Col. (Res.) Adv. Lior Lotan was appointed as the International Institute for Counter-Terrorism’s (ICT) Executive Director in January 2005. He brought to the ICT a rich and varied experience in the military and practical spheres, as well as extensive administrative experience.

Col. (Res.) Adv. Lotan is one of the world’s foremost experts in hostage-barricade situations and hostage negotiations. He commanded the Israel Defense Force hostage negotiation team from 1998 until 2005. From 1993 to 1996, he commanded the IDF’s Counter-Terrorism Unit.

In the run-up to the 2004 Olympic Games in Athens, Col. (Res.) Adv. Lotan headed a professional team of operations and intelligence experts, which conducted a risk assessment analysis for the Olympic Committee.

Col. (Res.) Adv. Lior Lotan lecturers both in Israel and abroad on counter-terrorism, negotiations, and hostage-barricade situations. He is also a lawyer, specializing in corporate law, mergers, and liquidations.
